Rome Italy BACKGROUND AND PURPOSE OF THE ASSIGNMENT.
The World Food Programme (WFP) is the leading organization fighting hunger worldwide working with communities to improve nutrition build resilience and address the growing challenges posed by climate change and rising inequality.
For more than 50 years WFP has been the leading organization in supporting countries with their school feeding programmes which are widely prevalent throughout the world.
Almost every country in the world has a national school feeding programme making it the most widespread safety net.
The interventions reach an estimated 368 million children and adolescents globally.
Of these WFP supports about 16 million children annually and provides technical assistance to governments ensuring the sustainability and effectiveness of government investments.
To strengthen its global support for school feeding WFP has established Program and Policy Guidance for School Meals and Social Protection Service (PPGS) within the Programme and Policy Development Department at its Headquarters in Rome.
The School-Meals Service will support WFPs engagement in school feeding across four priorities identified Advance the quality scale & sustainability of School Meal programmes in WFP-supported Countries Support/nurture the Coalition ecosystem (structures & ways of working) to evolve so that it can meet its goals and objectives Facilitate/promote evidence-based decision-making through high quality data and analysis in WFP and Coalition ecosystem Identify a new approach and way of working so we can continuously discover country needs monitor progress coordinate different interventions in countries identify available support disseminate knowledge and learning (including through the Coalitions initiatives) so we can meet country needs Purpose of the assignment The Knowledge Management Officer will support the School Meals Programme by managing data facilitating knowledge sharing and ensuring the dissemination of best practices.
This role is essential to enhance the programme teams efficiency effectiveness and scalability.
This role will be crucial in filling the programmatic knowledge gaps capturing said knowledge and ensuring its impact on future programmes.
S/He will report to the Head of the Program Unit.
The post requires a strong knowledge of information systems and knowledge management tools and related processes to help develop and operate a modern and robust IKM environment that enables HQ Cos and RBs to access and exchange information across divisions and countries in an effective secure and timely manner and help mobilize the resources needed by WFP to deliver crucial assistance to people in need.
You will gain experience in the humanitarian and development sector by working and contributing to a multidisciplinary team.
You will support improving evidence for school-based programmes and support the roll out of the school feeding strategy.
Through your hands on and make it happen attitude and by sharing your own thoughts and ideas with the team you will contribute significantly to advancing school feeding programmes worldwide and ensuring that every child can reach their full potential and thrive.
ACCOUNTABILITIES/RESPONSIBILITIES.
You will work under the direct supervision of the Head of the Programs Unit in the School Based Programmes Division.
Develop Knowledge Management (KM) Work Plan in alignment with the approved School Meals knowledge management priorities Regional Bureau Implementation Plans and WFP HQ KM strategy.
Lead the roll out of coordinated and systemic approach to capturing updating and synthesizing key lessons learned through communications with Country Offices Regional Bureaux as well as other HQ units to continuously enhance the quality of the program unit.
Support with the development and implementation of new approaches to identify and document knowledge good practices and innovations from the identified thematic/programmatic priorities like Homegrown school feeding/ School connect/School feeding in emergencies Value for Money studies etc.
to ensure critical knowledge is effectively and appropriately captured and used.
Undertake activities to support learning before during and after the project to ensure knowledge and learnings are incorporated in recommendations for the scale up.
Support with dissemination of scale up/evidence information and knowledge products for the School meals team at HQ Regional Bureaus Country Offices Offer helpdesk support/advisory support to the field provide one-to-one support to WFP regional bureaus and country offices for the programmatic knowledge needs Manage End of Week Updates newsletter and evidence digest with relevant School meals updates.
Manage the SBP information sites including program tracker info hub and support the setting up and management of the SBP knowledge management collaboration platform/team site/Yammer (WFPgo and SharePoint repositories) to ensure materials are up to date and easily accessible.
Design and implementation of the SBP Knowledge Management (KM) Work Plan for special donor funded projects including the Rockefeller Grant and NORAD in alignment with the approved SBP knowledge management priorities Regional Bureau Implementation Plans and WFP HQ KM strategy Create and maintain focus group/knowledge sharing network/help desk support to the CO involved in the project to address their knowledge needs Build relationships across the network and convene members regularly virtually/ in person including through calendarized events and other networking sessions Design various support models to the network through identifying list of mentors/experts /support partner network Provide advisory support to Knowledge plan of the COs involved Support the dissemination of knowledge products created by the COs Support in the knowledge management-related recommendations identified through the Strategic Workforce review including developing structures and tools that capture and disseminate best practices knowledge and programmatic experience to field offices.
Represent and strategically engage with external knowledge management platforms tools and opportunities such as UN innovation network SSTC etc.
This includes the identification of interesting lessons learnt and/or field experiences showcasing WFPs work within School Meals; and matching them towards opportunities for contributing towards a global knowledge base on School Meals.
This includes coordination with regional and country offices and assuring the quality of submissions are in line with external and internal standards.
Supports partnerships and maintains effective engagement with internal and external knowledge partners Advisory support to field colleagues in finalizing their regional implementation plans specifically advising on the knowledge management and research workstream.
Support development of materials for capacity building.
Workshops including Thought Leadership events learning and training sessions and online training packages.
Serve as Program units focal point/coordinator in the WFP Program Guidance Manual and knowledge management working group coordinated by the PRO division.
In coordination with head of unit/supervisor draft talking points and briefing notes to support senior management.
Support preparation for and documentation of the WFP Executive Board meetings.
Liaise with other SBP units to cover key knowledge management events as needed.
Any other business as required.
QUALIFICATIONS & EXPERIENCE REQUIRED.
Education.
Masters degree in international affairs social or behavioral sciences economics business administration business analytics or other relevant fields.
Experience.
Minimum 6 years of relevant professional experience Knowledge and Skills.
Proven communication skills (written and oral); excellent writer and able to draft high-quality documents in English quickly.
Ability to work independently with minimal supervision and has initiative to propose or initiate activities to the benefit of the team and of WFP Knowledge of WFPs School Feeding Strategy and WFP school feeding programmes is required.
Proven analytical skills particularly in data analysis.
Experience working with large data sets and summarizing data for business.
Proficiency with Excel Word and PowerPoint Exposure to WFP systems and excellent information technology skills (Microsoft Office Package SharePoint Teams) Strong attention to details Good interpersonal skills and ability to work in multicultural settings.
Languages.
