Project STOP  (...) is an initiative to accelerate waste management system improvements in South-East Asia, starting in Indonesia, co-developed by Borealis and SYSTEMIQ. The project aims to make a scalable front-line contribution to marine plastic debris prevention and ocean health. The first city partnership was launched in May 2018 in Muncar, Banyuwangi, East Java, followed by two additional cities in 2019. The initiative is further scaled up to a regency level in Banyuwangi in 2021, which is officially launched as STOP Banyuwangi or locally known as Banyuwangi Hijau. Banyuwangi Hijau The Banyuwangi Hijau programme (BWH) is delivered in close collaboration with the government, with a goal to deliver a circular city scale waste collection service to Banyuwangi residents. As a comprehensive program, BWH has three workstreams, namely Governance (GOV) that facilitates the government of Banyuwangi covering aspects of governance and policy to ensure the design of the program is in line with local government planning and strategic targets, Behaviour Change Communication (BCC) to stimulate waste management behaviour change at household and community level, and Waste Operations (WO) to facilitate infrastructure preparation and operation. The WO workstream is responsible for a full cycle implementation of an integrated and circular solid waste collection as well as sortation system at a regency level. A full cycle means from design, procurement, capacity building, and execution of the service operation. Note that the full cycle implementation is done through a co-creation process with a regency-owned waste operator institution, which in this case is UPTD (Unit Pelaksana Teknis Daerah / Regional Technical Implementation Unit) Persampahan. The Senior Officer of Waste Collection for Project STOP will be based in Banyuwangi and report directly to WO Workstream Lead. He/she manages a (few) technical assistant(s) to support his core tasks, namely the design, preparation, roll-out, operation, and handover of the municipal solid waste collection service. Additionally, this role is responsible for coordination with GOV and BCC workstreams during the preparation and the roll out of waste services considering the close interlink and intense collaboration across workstreams during that period. The scope of work can be categorized into five parts: Managerial Assign, monitor, and supervise technical assistant(s) to ensure efficient implementation of their duties in line with project goals Assist the WO Lead to carry out internal team coordination regularly Contribute to activity/project reporting Support the WO lead in project management tasks, such as work-planning, tracking progress, assignment of tasks to team members, and issues escalation Supervise and monitor the implementation of waste collection services such that it follows the SOPs and KPIs agreed with UPTD Persampahan Design & Planning Develop Terms of Reference (TOR) for time and resource sensitive activities to ensure the allocation aligns with project timelines. Facilitate and support the regency for technical aspect of permit process for waste infrastructure construction and operation by actively coordinating with the GOV team who helps directing and connecting with the relevant government institutions. Provide technical assistance to UPTD in developing and improving SOPs for waste collection service activities, including the implementation of workers' duties as well as the operation and maintenance of fleets and other equipment. Provide technical assistance to UPTD in designing of waste collection service system, which includes determining service areas, preparing optimal transportation routes and schedules, and calculating resource needs for service implementation (workers, fleet, budgeting) Assist with waste service roll out planning to the target villages according to overall BWH project plan Capacity Building Initiate periodic technical review in close consultation with WO Lead and Project Manager to evaluate the project performance as well as the key stakeholder’s performance. Deliverables may include resource and capacity assessments. Provide technical support to strengthen systems and structures that support the implementation of a large-scale waste collection system in Banyuwangi Provide training and ToT (Training of Trainers) for waste operator managers and TA (Tenaga Ahli / Expert) for target villages, who assists BUMDES to conduct customer registration, customer data maintenance and fee collection. The activities includes material preparation, scheduling, and delivery of training for the operators and Training of Trainers (ToT) Analytical Works Support the WO Lead to perform problem solving and provide recommendations for the best solution Manage the technical assistant(s) to identify issues and collect relevant data Analyse and compile data to generate insights for the project Coordination and Process Facilitation Support the Project Manager and Workstream Leads in facilitating the communication and coordination among key government and non-government stakeholders during preparation and roll out of the waste collection service Support the Project Manager and Workstream Leads in cross workstreams collaboration by providing data on progress, efficiency, and effectiveness of the project implementation. Specifically, you have: Must be fluent in both Bahasa and English At least 7+ years of related professional experience At least S1/undergraduate with relevant education major, e.g. environmental engineering Proven experience in designing and executing solid waste management service Proven experience in project management and coordination Experience working with regency and village government Proven writing experience in both languages   Skills: High professionalism and ability to coordinate across different stakeholders Good proficiency in Microsoft Office, especially in Excel for basic mathematical modelling and analysis Ability in crisis communication Ability to multitask and work in fast-paced environment High level of autonomy and ability to deliver with minimal supervision Great organisational skills and attention to detail Collaborative approach and dedicated team player This role is a 6 months Fixed Term Contract
