HR Specialist EFSA/F/   The European Food Safety Authority (EFSA), based in Parma, Italy  is looking for an HR Specialist (Contract Agent, Function Group III)     Please send us your application by no later than 27 June at   (local time), following the instructions in the ANNEX.

EFSA is looking for a talented HR Specialist ready to play a pivotal role in providing advice to EFSA staff, Seconded National Experts, Trainee, Interim, Guest Professionals and other types of regulated mobility.
The successful candidate will manage and provide HR advice to those community on their employment contract management and their related rights and obligations.

HR Specialists accompany staff throughout their journey in EFSA for all aspects related to the determination of their rights and obligations, from the acceptance of the offer to the entry into service, relocation, induction, school services, medical services and, eventually, leaving EFSA.
Your key responsibilities   • Employment Contract Management.
Provide comprehensive HR advice on employment contract management, including rights and obligations related to leaves, absences, working conditions, and entitlements.
• Employee Lifecycle Support.
Guide and support staff throughout their journey at EFSA, from the acceptance of offers to entry into service, including relocation, induction, school services, medical services, and eventual departure.
• Advisory Role.
Serve as a trusted advisor to the EFSA community, ensuring they are well-informed and supported in all HR-related matters.
Specifically, on the applicable legal framework and the relevant implementing rules of the staff regulations and Conditions of Employment.

WHAT CAN WE OFFER YOU?   Life in Parma   Parma is a lively city of around inhabitants located in the Italian region of Emilia-Romagna and ranked as one of the most liveable cities in Italy.
Its centre is rich in art, with architecture from different periods and plenty of parks.
Parma is famous for its food, surrounding picturesque countryside and medieval castles.
It is strategically located between major cities like Milano and Bologna and within reachable distance from ski resorts, seaside and mountains.
Salary, benefits and obligations   EFSA can offer the selected candidate a contract of 5 years with the possibility of renewal.
If renewed for a second time, the contract will be for an indefinite period.

The successful candidate will be recruited as Contract Agent Function Group III  with the basic salary starting from € monthly, subject to an annual review of remuneration provided for in Article 64 and Article 65(1) of the Staff Regulations.
In addition to the basic salary, EFSA offers a range of benefits.
Various allowances to which the successful jobholder may be entitled, such as a household allowance, expatriation allowance (16% of basic salary), dependent child allowance and education allowance.
The salary is subject to a Union tax deducted at source and staff members are exempt from national taxation.

annual leave, parental leave, public holidays) and flexible working hours.
Besides working in EFSA’s modern headquarters located in the heart of Parma, staff members are also offered the possibility to telework.

Staff Regulations Frequently Asked Questions   WHAT ARE THE SELECTION REQUIREMENTS?   You must satisfy the following requirements on the closing date for submission of your application.
I.
Eligibility criteria   1.
General requirements   • Be national of a Member State of the European Union, Iceland or Norway;  • Enjoy full rights as a citizen; • Have fulfilled any obligations imposed by laws concerning military service; • Be physically fit to perform the duties linked to the post; [1] • Have a thorough knowledge of one of the EU official languages and a satisfactory knowledge of another EU language; • Meet the character requirements for the duties involved.

Qualifications   a) A level of post-secondary education attested by a diploma [2] OR b) A level of secondary education attested by a diploma giving access to post-secondary education, and appropriate professional experience of at least three (3) years [2]   In case you do not fulfil all the eligibility criteria, your application will not be taken into consideration.
II.
Selection criteria   The following competencies will be assessed throughout the different phases of the selection procedure.
Candidates are also expected to demonstrate effective communication in both spoken and written English as well as strong motivation for the position.
1.
Technical competencies   i.
Regulatory Knowledge.
At least 2 years of professional experience in Staff Regulations and Conditions of Employment of Other Servants (CEOS) application and legal interpretation in relation to HR management.
ii.
HR Policies and Procedures.
At least 2 years of professional experience in developing, implementing, and reviewing HR policies and processes in compliance with applicable legal framework.
iii.
Advisory Skills.
Experience in providing clear, accurate, and comprehensive HR advice/solutions on entitlements, allowances, working conditions, and leave.
iv.
Budget Management.
Experience in analysing the financial implications of staff entitlements and in contributing to budget management.
