Saipem is a leading company in the fields of engineering, drilling and construction of major projects in the energy and infrastructure sectors.
Whitin the Business Line SUSTAINABLE INFRASTRUCTURES in SAIPEM, the Sustainable Infrastructure Tendering Department, is looking for a PROPOSAL MANAGER - Infrastructure Mission.
Ensure overall management of the Proposal activities; In particular.
Develop the Proposal Plan, organize and hold the bid kick-off meeting, define the bid cost structure, with the support of the Estimator; manage the interfaces with Partners and Client.
Analyze the Tender Documents requirements and the Contract conditions, ensure definition of the cost estimates developed by the Estimator, approve the cost estimate of internally performed activities developed by the Estimator and based on the evaluations made by the other technical/procurement departments; approve the preliminary project cash flow developed by the Estimator.
Ensure the definition of project organization, overall project schedule, overall execution plan & resource plan, ensure the preparation of Cost Closure Reports; Ensure that Risks Analysis is correctly applied, guaranteeing through ROBS (Risks and Opportunity Breakdown Structure) the definition of the risk register through the R&O methodology application.
Ensure the delivery of the Proposal to the Client.
Manage the post-bid clarification phase with the Client.
Lead, if so delegated, negotiations with clients to reach an agreement on the outstanding pricing, commercial, contractual and technical aspects of the Proposal and in the formalization of the Contract and its Attachments.
Prepare the Proposal Close-out Report Ensure definition of the Control Budget developed by the Estimator (in case of Contract award) Prepare the Project Architecture (in case of Contract award) Requirements Experience in Linear Infrastructures Projects (eg Railways, Metro) and/or Civil Sector Knowledge of Italian Procurement Law (“Codice Appalti”) Knowledge of Recovery Plan’s requirements (PNRR) Knowledge of key Project Processes (e.
